The city of Rome hosted the G8 Justice and Interior Ministers’ two-days Meeting, chaired by Justice Minister Angelino Alfano and by Interior Minister Roberto Maroni. Ministers from G8 industrialized nations agreed toward to fight child pornography by creating a blacklist of websites containing pornographic images of children, managed by an organization facilitating international police cooperation, like the Interpol. They also discussed about online identity theft and how the use of social networking by criminal and terrorist groups could be monitored.
I’m not against the new policies proposed about child pornography, but if I remember correctly a similar solution has been already created by CSP (Information Society Technologies innovation and research centre for Piedmont’s public administrations) two years ago: its name is (?) P-Box, a layer-7 Deep Packet Inspection appliance that uses a blacklist provided by CNCPO (Centro per il Contrasto della Pedopornografia Online). Is it adopted somewhere?
Poliziadistato.it claims its CNCPO blacklist is also periodically transmitted to Banca d’Italia, Poste italiane and other financial intermediates to let them identify whoever (pedophiles?) is going to trade child pornography photos/videos over internet.

“Disposizioni in materia di lotta contro lo sfruttamento sessuale dei bambini e la pedopornografia anche a mezzo Internet“
Art. 14-quater. – (Utilizzo di strumenti tecnici per impedire l’accesso ai siti che diffondono materiale pedopornografico) – 1. I fornitori di connettività alla rete INTERNET, al fine di impedire l’accesso ai siti segnalati dal Centro, sono obbligati ad utilizzare gli strumenti di filtraggio e le relative soluzioni tecnologiche conformi ai requisiti individuati con decreto del Ministro delle comunicazioni, di concerto con il Ministro per l’innovazione e le tecnologie e sentite le associazioni maggiormente rappresentative dei fornitori di connettività della rete INTERNET. Con il medesimo decreto viene altresì indicato il termine entro il quale i fornitori di connettività alla rete INTERNET devono dotarsi degli strumenti di filtraggio.
2. La violazione degli obblighi di cui al comma 1 e’ punita con una sanzione amministrativa pecuniaria da euro 50.000 a euro 250.000. All’irrogazione della sanzione provvede il Ministero delle comunicazioni.
According to italian law (L 38/2006), each internet provider is obliged to adopt this kind of filtering tools. But now I’m confused:

OK, but what is CIRCAMP?
CSAADF (Child Sexual Abuse Anti-Distribution Filter) is the result of the COSPOL working group on ‘Internet related child abusive material’, named CIRCAMP (Cospol Internet Related Child Abusive Material Project). COSPOL stands for Comprehensive, Operational, Strategic Planning for the Police. It is a multilateral law enforcement instrument under the guidance, support and direction of the European Police Chiefs Taskforce (EPCTF) and was set up in 2004 under the Dutch presidency of the European Union.
COSPOL working groups aim at achieving operational results in police investigations across EU Member States and at dismantling criminal networks whilst ensuring that the EU Member States’ competent authorities make use of Europol’s analytical support.

You can check out the circamp website at http://circamp.eu. As I understand it, Italy is a member of that group and will share information with and receive information from the other participants. Italy does have blocking system for child sexual abuse, right? I read somewhere that there is a law in Italy, forcing all the ISPs to block.
